Sup all. What would you guys put together for a budget rage enabler for ol' Brahms? He likes nvidia cards for their linux support (was thinking a 560 ti?) and doesn't need a case.

Looks OK to me. Shame you need nVidia, a second hand 5850 would perform similarly (when overclocked) and cost you about £100.
I'd also spec a 60GB SSD for your OS's and Apps. Steam/Games can go on the mechanical drive

Is there any leeway on my psu choice?

I was considering a  6950 instead of the 560ti, but the ti seems like the nicer card to me (Power, noise, size) I'm not really into overclocking things

I probably wouldn't go any cheaper than £50. Wattage wise there's plenty of room, 350W would probably be more than enough for a sandy bridge system with a 560ti, outside of synthetic stress tests I'd be surprised if you even drew 250W.
So you could probably get a better brand than OCZ, I like Seasonic, Corsair and Silverstone.

If you're not going to overclock, i'd definitely recommend you get an i5-2500k rather than the slower 2300.

Huh? Yeah, you're in luck, I actually have that card (but not the same manufacturer) and it's pretty good. I had the same choice, 9650 or 560ti and I think for me it was the right choice. Can't say anything about the PSU, though, as mine is a 850W by corsair. Still, I think your choice will be fine, too.

Any recs for a quiet psu if that one is overwatted? I have one in my current machine and its been doing OK, hence why I chose it.

I actually heard that PSUs are most efficient when they're running at 80% load. Confirm/deny?

Used to be the case, but not any more. Most PSU's are most efficient at around 25% loads now, good brands are >95% efficient at 25% and 90% efficient from 25-100% loads.

seem to confirm that 50% load is about the sweet spot for efficiency - but what is a few percent between friends?

Aparently the Asus boards can be a bit janky, the MSI boards are supposed to be a bit more solid.

FYI: I found OCZ memory to be a bit of a problem on some Asus motherboards. I'm not alone either.

A have the model above this one and once I got it working properly (took about a month) it runs like a dream. A good one as well, like when you wake up and then get depressed because you realize it wasn't real.

I've no interest in screwing about with ram so I guess I'll go MSI. Who are the good RAM makers these days? Kingston? Corsair?

Also, I've no idea what kind of dream that is Tommy. My dreams are.. of a bleaker variety.
