You don't need to have bots at all to idle, you can just create an empty server.

The bots have had a little bit of a tweak. Before when it was pick a KOTH map and then do the thing with the console "tf_add_bot [number of bots]", if you made a teleport route, they wouldn't take it. Now they que up. Still no bots playing spy, so no paranoid checking your arse every few steps. And no sapper action. Also one of the capture the flag maps has been added to the bot friendly list. Forgoten the name of it. I think it's gold rush. It's the one that ends with the capture under the missile. And yes, I've had some items drop. Happy crafting time

It's Dustbowl.
But in all fairness Valve has done a lot to implement some of the spirit if TF2 into the bots (voice messages and attitude). There is still a lot of crude behaviour, along with few bugs, but for AI it's quite okay. Definitely good enough that a new or lesser skilled player can have some training sessions.

heh, played some training mode. The Engy on our team somehow managed to build a glitchy teleporter that trapped our entire team - very human behaviour.

It's work-in-progress, but quite promising. I would actually hope that at one point in the future a server could add bots in multiplayer, e.g. to help to get a game started. IIRC Star Wars Battlefront did that. Of course bots should be recognizable as bots!
