It's still not working.
I've read on a few google pages that deleting my old .NET framework would work somehow.

Try re-installing not deleting (or removing via control panel). If you get rid of .NET then you'll be asked to download it again during some installation routines that rely on it. It can be a big download and there are a number of security updates you also need to apply (downloadable via Windows update for example). The .NET framework is used by the Catalyst Control Centre, you'll have to google and see what other solutions people have had to the problem. May be an idea to post more detailed information here btw.. its harder to diagnose Ultimately you have a software issue I think mate... try that driver cleaner if you haven't done so already.

Just on a side note. Have u disabled the on-board vga through ur bios? It may cause a conflict (like on-board sound does when u fit a dedicated card).

What version of windows are you running?
Just out of interest, what motherboard are you using (make and model if you know it)
Windows XP with SP3 Motherboard : ASUS M2A-VM Just on a side note. Have u disabled the on-board vga through ur bios? It may cause a conflict (like on-board sound does when u fit a dedicated card).
Whoops. Gimme a few minutes to do that, I'll see what that does.

Have you plugged in the 6? pin plug from the PSU. You can get molex adaptors if your PSU doesn't have one

Turns out on this motherboard there isn't an option to disable the on board graphics card. For display drivers there's the options of:
Onboard VGA Display PCI Slot PCI-E (It might be PCI-Ex, i'll check later).
I've tried all of them yet when I plug the main monitor cable into the actual card, I get a blank screen.
ATI CCC appears to have dissapeared from my computer completely, I even did a system restore with no luck of getting it back so I could start all over again.

Ok magically its decided to work, sort of.
I've plugged the monitor cables straight to the graphics card and everything appears to be fine.
EDIT: Forgive me for being such a n00b with hardware stuff, haha.

So you're good to go now? Don't forget to adjust your TF2 graphics settings.
