If it's just a series of things to make your character look cool (new headgear, etc.) or slightly change your stats (like +1% crit, or +1 healing per second) that's ok, but I feel like we're going to be moving into a 1st person WoW, which isn't really what I want.

You're missing the point. The scout would be able to cross a map (e.g. goldrush) in the fraction of the time a heavy would and than could attack with a powerful weapon.
Sure, since his health is lower than the Heavy he would die more quickly, but he could still inflict more damage than he usually would and also he would return just as quick after the respawn time.

Such a thing would majorly screw up the class balance, and actually I doubt Valve will go down that road ...

I think you missed my point that if a scout picked up natascha it would make him a statue, so he would hardly be able to move, therefore he wouldn't be able to run fast at all, more like turtle speed, making it easier for him to be killed.

You'd also need an updated HUD, so instead of just displaying health, etc. you'd have your attacks (so if you specd pyro, you'd have "flame" "hadoken" "shotgun" and "axe") on your attack bar. Maybe introduce bot characters that you kill for XP, and you need to grind through getting 100 items that 12% of them drop before you can even play, that's how to make a game fun!

Why would it? Unless you fire the minigun it has no slowdown effect. 
So far the weapons itself have no impact on the movement speed. (To my knowledge weapons have no "weight").

They might add it for this update.

Maybe they'll add a "weight" to weapons and a "strength" to classes, so your speed is: "<default class speed>*(<strength>/<weight>)", or something, I'm sure VALVe will have some mega crazy formula for it, they always do, lol.

Just kidding. I expect a customize-your-looks-style stuff, nothing game-changing. This is Valve after all! I'm just surprised they're leaking so much confusing info (which definately wasn't by accident) but don't say a thing.
Let's just be trusting. If all fails, hey, this is the PC! You don't like it, you change it! We can always create mods to return to the old system.
