Some very good points by egg!
If I may comment/expand on that:
I think the map rotation is already similar (if not the same) as #1 (hard to tell since we jump all over the maps via voting).
Also, let's face it, some people (WDG/regulars alike) attract more playing with them (OMG, what will Nine do with that?), so there's a certain tendency to join the server they're on. But on the other hand I think the pool of people who likes to play with each other is big enough that you could have attractive games on both servers (skillwise, but also to be with people you like to play with).
But egg is right, it would take a number of devoted volunteers to get the ball rolling on #2 while at the same time other people do the same on #1 (meaning just because Hex is playing on 2 everybody switches over ;-))
I know we did that on frag night a few weeks ago and the result was a bit disappointing. But I don't think you can establish something like that in one event. Let's try this again a few times. Also let's do what egg suggested and invite a few friends, so that both servers are full with people we enjoy playing with.
As for special events (just an idea):
Monday - Arena
Tuesday - Highlander
Wednesday - Custom Map Night
Thursday - Gimmick/regular/other (tba)
Friday - FragFest
Saturday-Sunday - Regular game
(Of course clan activities would supersede the respective event)
Perhaps somebody in the ranks of WDG would be willing to volunteer as a Server-2-Ambassador, handling the configs and trying to organize some special events.

As for the removing ping limit, it might be an idea, but why would we get Americans playing on UK servers? There are more US TF2 servers than you can shake a stick at. Yes, you might get the odd one or two coming over, but mostly they're going to play on US servers where their ping isn't 150+
Community events, such as Teatime is suggesting, would surely help build the community in a good way.

I think that kind of special events schedule would probably tire everyone out really quickly (not to mention the poor admins) - for me they work better when kept 'special'. Arena and highlander are great for a change, but really it's fairly vanilla tf2 and a good community that keeps people coming back. Personally I feel a 'special' of some sort every couple of weeks is about right.

Does anyone know any new custom maps to play? I am sure there are some around, but frankly I've not the balls to try out tons of rubbish ones to find the gems!
Perhaps there is some good site which does rundowns of them? Anyone know?
Also perhaps find more updated versions of the existing maps already on there, and do a new map download + high speed server update, so to refresh it for everyone.
Then we can get some serious playing done on it! especially since Arena is "fixed" to allow awesome sized teams

To be fair, there is more of a community than you think, and a lot of the same players are there everyday, and its only popularity that attracts the idiots which unfortunately go hand in hand. Idiots wont bother on quieter servers.
Which I have to say are dealt with all the time. (I was banned for 1 day for being in spec with my *blank* name lol)
To say there are no decent players also a myth. There are many excellent players come to mind.
The only valid bad point is that they are 32 man, which you either like or you dont as they are different play style.

Freight is awesome. You should defo give it a try on your servers. Besides the fact that its well balanced for professional tf2 (6v6), it has some funny elements too like the trains
