I petition for more love for #2 (again).
And not only simple love, but love in many ways 

Firsties: By now it happens almost every day that #1 is full in ways I don't dare to describe, yet #2 was empty. And it's not even running Arena-maps anymore. I'm confident we can fill up both servers (at least during rush hours) pretty much every day.

Secondies: Special Events.
E.g. Custom Map Nights (Torgue desperately wants it, I would be interested too, and I was under the impression a number of others would partake as well). Perhaps also a weekly gimmick- or theme-night.

Thirties: HLStats.
Personally I don't care (I'm rubbish anyway), but I could imagine that some people could be persuaded more easily to play on #2 if they could still work on their ranking. Which bears the following questions: Are the Stats server-based or clan-based (Meaning: Would each server has its on stats or would both feed the same stats)? Also: How easy can HLStats be activated/deactivated (since you probably don't want Stats for special events)?

i really like custom map night idea, i was thinking about creating a thread where everyone would post they tips for custom maps (1 or 2 from each) and the fill up the server with 5 or more maps with most votes

Hehe, i am totally in agreement with teatime but i love seeing all the regs and clan in one server although it does usually prevent all the regs being in at one time as either you get in early or fear the reserve slot

Since I have no idea how difficult admin'ing a server is:
Is it possible to automatically load different server configs based on a time schedule (like weekdays)? Or does it have to be done manually?

There's no doubt a mod that can do it teatime, but also depending on how much access you have to the server a simple cron job (or the windows equivalent if it's a windows server) could swap a config in/out in place depending on the day.

I'm not really sure it's a problem that #2 is unused - it's really useful for matches/etc and impromptu arena, so it does pull its weight.

I know we've split frag fest among the two servers before, and that just seemed to result in less than great games on both #1 and #2

Custom map nights have never really worked in my opinion, it just turns into a moan fest, and most custom maps just aren't much fun to play, and within 15 minutes everyone wants goldrush back! Having said that, I'm all for good customs, and I'm sure suggestions would be gratefully received.

The config switching is a bit of a pain ; yeah, there are all sorts of fake cron-style solutions, but I think that's probably a less 'stable' solution than the admins would want.

The problem is everyone wants to play (TF2 ) together.

Usually when server 1 is full and clan members decide to try and fill server 2, you all leave together.  This usually means up to 10 people will vanish off server, and honestly you don't have that much traffic to cope with that loss, which means server 1 usually dies.  Server 2 doesn't usually fill up either as up to 10 people on one server is not that appealing, and non regulars dont know where you all went to.

If you want to get both servers filled you need to use some tactics.

First of all I would use the same maps as on server 1, on server 2, as this is a tried and tested map rotation which has kept server 1 full for how long now??
Second you need to have a specific group (or number) of people assigned to filling server 2 up while the others can help keep server 1 full. Go out and request friends from people off other public servers, then spam them with invite to game requests, but dont spam regulars on server1
Lastly, I would remove ping limits.  Yes they keep the odd few laggers out, but come midnight when UK people are logging off, and the americans are logging on, you are effectively closing your doors. Then it takes time to fill again as no-one want to play on an empty server (its only down to your hardcore members and regulars why it fills up each night). This is why other public servers such as GTFO are full constantly.
