This one is puzzling me.
When kenny is playing, he has high FPS (around 100) but the game is stuttering. It happens on an empty WDG #1, it happens in offline practice, but it does NOT happen at all during the tutorial.
Other games (for example BFBC2) run fine.
A radeon 5850 and q6600 should be more than up to it. I've already reduced the graphics to medium and enabled multicore.

Does he have Skype? I have terrible stuttering in TF2 when Skype is running so I always close it before I startup the game.

One of that virus scanner problems? Some file which gets updated with stats every time you do something can keep certain virus scanners extra busy, making them check the file over and over again, causing the slowdowns?
Solution: exclude a specific folder from the checking places for the anti-virus thingy, I don't remember which, but google, it's out there.

Too bad.. they supposedly fixed that, though if I remember correctly the fixlog was something like "reduced number of writes" so it still might have a (minor) effect.
Anyway, we have to look for stuff that happens during the game and offline practice that doesn't happen during the tutorial. I'm thinking the former are pretty much normal games while the latter is more like single player?

OK, launching TF2 with -nosound fixes it. Reducing the sound quality or the number of speakers does not :/

Realtek? There might be an update for drivers available. Otherwise there is a cvar for sound quality, though messing with it really fucks up the sound sometimes.
Can't think of many reasons beyond outdated drivers.

He has 2 soundscards: A Logitech G35 and a Creative X-Fi Both are on their newest drivers.
He recently updated his chipset and network card (realtek) driver. Rolling back to the old network driver hasn't helped.

I'm using an X-Fi without problems. There are some community x-fi drivers iirc, Might be worth giving them a whirl. It could be some kind of PCI-E bandwidth issue, try moving it into a different slot. using boxes (? lautsprecher). lautsprecher = loudspeakers, usually shortened just to speakers.
