I think the system is working ok.  The only thing that imbalances it is if there is one player (or a medic/heavy pairing) way better than anyone else getting loads of dominations

We can change the 'number of dominations required' for a scramble.

It is also worth mentioning that the admin menu has a specific gScramble option which allows an admin to force start a votescramble, scramble the teams now or at the end of a round etc. so you can always ask an admin to start a vote or scramble the teams.
