How about a thread collecting essential/useful tools/programs for various purposes, together will links to the respective websites if possible and later condense it into a list which could be stickied?

Like CPU-Z, useful benchmarks, Gimp and VTFEdit for the aspiring spray artist, mumble, useful system tools etc.

If we get together a list of categories then we can start to propose suggestions of what to list there.

Some thoughts:
Antivirus
Firewalls
Overclocking Utilities
Maintenance Utilities (Defrag, Partition, Compression etc.)
File Comparison Tools
Notepad-esque Applications
Graphics Software
Browsers

One useful suggestion I would like to make is Ninite (http://ninite.com/). It's a program you can use when you install operating systems and it gives you a massive list of applications - tick the ones you want to install and it downloads and installs each one for you. It also has a pretty comprehensive list of really useful applications Cheesy

Wikipedia is usually the easiest thing to link to, their "lists o' stuff" are quite useful comparisons.

It's a pain to keep these kinds of things up to date though as chaos said.
