I voted No, it's fine. Mostly i think it is fine, but could do with a slight tweak. I think it is very similar to the pyro's airblast, when that update came out most people (after from the pyros) thought it was overpowered. The difference is that the pyro didn't really sacrifice anything for having the airblast (apart from the extra 50 health the BB gave him, but that's gone now), whereas the scout loses his double jump in return, which is one of the main features of the scout and it severely reduces his mobility.
I think that once the scout update has been around a bit and valve do whatever it is they decide to do, the sandman will appear less frequently and many people will forget how annoying it is. That said, i think it is slightly too powerful and that either like Hzza said, you should still have control but still being hindered in some way, or you should at least still be able to shoot and turn.

And while I'm still building my own opinion about the sandman the statement the the über is "crucial to tf2 gameplay" is something I'm having trouble with. No mistake, it is important, but the usage and concept of übers have become to commonplace that people can't image the game without it and IMHO fail to explore tactics to supplement übers to a higher degree or even replace them. Yes, it happens. But people rely on the nice safe über to break through that chokepoint or obliterate that defense. A weapon affecting übers like the sandman (and the airblast) will force people to think outside the box and explore further options. I'm not saying the sandman's fine, but IMO (not humble this time) an über should not be a holy cow ...

Perhaps, but you need ubers to give motivation for playing medic, and it's still the only way of breaking some sentry nests. By all means change or remove it, but I think you'd be changing something truly substantial about the game. @Dibble : Actually I still think the airblast is overpowered, it's just that most pyros don't bother using it properly. When pyros remember they have it, it's devastating

My feeling is that the airblast is something most pyros can use well to some extent, but it takes real skill to master it.

Warming up to the sandman now - saved me a few times when I play heavy (see my other post). Don't like losing control but good team mates can help prevent you being taken down after a bonk

I'm with John in that my appreciation of the new Scout skills is changing as we learn to adapt. But - provisionally - I still think stunning Ubers is fundamentally wrong and I'm not sure that encouraging Scouts in a defensive role fits strategically.

Actually I'm getting worried. I'm joking about but Valve wouldn't give the snipers a fear inducing bullet would they? Hang on, they probably would. That Dodgy Austrailian Sniper fella is just the sort to go coating his bullets in some wierd psycotropic frog stuff. Bang! And watch em run around crazy with fear for 10 seconds! And I thought flash bangs were a pain in the arse!

I think this is going to go one of two ways; hopefully Valve will realise that "stun" effects have no place in an FPS and will nerf it accordingly OR it will open the floodgates to turn TF2 into the first MMORPGFPS-style Frankenstien dog-turd. Lets hope its the first one  .
