the german confederation was created by the congress of vienna to replace the holy roman empire that had been dissolved by Napoleon. it was a loose grouping at best and thus not really "ruled" by anyone.

but having lived through the revolutions of 1840's you must already know that

Excuse my bad wiki-ing memory, i'm incredibly old you know. I meant the thing before the confederation that was part of the holy roman empire, that had its elected emperor but it just so happened apart from once since the 1400s a Hapsberg got elected, so was ruled by an Austrian, except that one time.
