I really hope the things that can get added are purely visual, though even that would mess up the original valve idea of "identify your enemy by its silouette", though Valve already kinda binned that anyway.
If there really are new kind of weapons that might be submitted (how? it usually also involves a fair bit of coding), it wil be really messed up. Getting killed by a weapon that you only can get by chance (and the more weapons are introduced the smaller the chance) is just stupid. Oh well, got killed by someone without being able to fight back, but it's okay, he had a very rate powerful item and he is also 20 levels above me. No wait, that's WoW again.

I suspect this is a way to feed in more hats/fancy visual items. And I am excited about it, assuming valve puts stringent quality control on it to keep the look and feel in check.

I think they get suggestions and then test them. If an item passes the testing, it's put in the game.
Obviously, everything else would be suicide. But... Equalizer, Razorback (and argueably also Bonk and Sandman) were all community ideas, evaluated and playtested by Valve.
