Alltalk is very popular on the server.
If there is a vote most people want it on and the sort of talk that goes on I think give the server a bit of personality and makes it stand out.
Therefore, should it be on by default and with the option to switch it off, rather then off by default with the option to switch it on (like it is)? It would also mean that the admins wouldn't have to keep switching it on every map.
I do appreciate that sometimes we go into more serious mode, but then we can vote to have it switched off or just switch it off.
Anyhow, thoughts....

I think having all talk on is good because very rarely does anyone actually want to talk tactics while on server 1 though a vote may be fairer

And not only that.
People tend to like a bit of talk, conversation....and yes calling and some tactics discussion.
However not everyone likes to use their mics.
If we could guarantee that both teams had 'talkers' in them then it would be okay, but sometimes everyone who talks is in one team whilst the other team is deadly silent. I then get complaints about no alltalk and that it's boring!
A vote would be fine if it wasn't instrusive though, some of the best/more intense games have been when alltalk has been off.

It's a good thing to keep discussing, but I think when the server is full or near full, alltalk should generally be switched off. Having it on basically kills a lot of teamplay - you can't co-ordinate pushes, ubers, call out positions and when it's on with a full server there can sometimes be wayyyy too much mic chatter to be able to hear anything that's happening. Not to mention that it ruins any chance of someone playing spy with voice comms (as enemy team can see the speech bubble above your head, unless they've patched that).
A lot of what makes our server great is the fact that we have teamplay - having alltalk on all the time will have a negative impact on that. It also limits the impact of a mic-spammer to just one team. Maybe it's a bit different for things like the frag fest because it's more like a weekly mother's meeting than a serious TF2 session!
If the server is at low-medium numbers, however, I think it's better to have it on so people can chat and socialise while the server fills up.
You can get plugins that determine the alltalk state depending on the number of players (and of course an alltalk vote), but I found that it kept overriding the admin setting (which meant you *had* to have alltalk as per the plugin). I'd like a plugin that sets alltalk at the beginning of the map depending on how many players are on the server but then leaves it alone for the rest of the map. As far as I know, this doesn't exist.
The problem with a vote (aside from being careful about too many votes) is that generally I think if alltalk is on, people would expect it to be on for the rest of the round. If an admin turns it on, and then turned it off when the server filled up (in the same round) people would be like "Y U TURN ALLTALK OFF".
Sure, there's a chance that one team might not have very many vocal players - but I think when the server is 75% full, chances are that there will be at least a couple of regs/members on the server!
Also, having an admin have control over alltalk is a good thing (remember, you can always bind a key to enable/disable alltalk) - the way it is at the moment, an admin is required to enable alltalk which means that an admin is on the server to watch out for mic-spammers etc. If we have it the other way around, then people are free to mic-spam in alltalk and there is no admin present to do anything about it. Ok, it's probably fairly unlikely but we do sometimes get them!

Sourcemod does have an alltalk vote built in - we could set it so anyone can start the vote (it's admins only by default).

Yes, but not all our regs talk so even 75% regs can mean only 3 or 4 people talking.
But yes, it can get very chatty.....I actually mention that specifically now when advertising the server because I think it can be too much for some people.
And yes, I didn't think of alltalk being on by default meaning that we could be in the position of mic spammers spamming uncontrolled in the absence of admins and impacting the entire server rather than just one team.
I think for me, it's knowing that sometimes I'm the only admin on the server and if I decide I want to go to bed or play another game or whatever, that will mean no alltalk.

I agree with what Deadly said.
When there are <16 people on alltalk is definately a good thing for socializing and making the effort to fill the server more enjoyable.
But when the server is close to full, alltalk becomes a problem regarding too much random chatter and not being able to call out tactics.
What makes the WDG server stand out are indeed the 'community vibe' but also the high average skill and teamwork (tactics).
Balancing them is tough, but when the server is (nearly) full I think the second carries a bigger weight.

I would be of the opinion that if there's more than 6 or 7 people on each team then alltalk shoud be off.
As much as I like crushing my enemies souls by having them hear me giggle every time I kill them it does get to be a bit too loud to have alltalk on on a full server. Sometimes I can't even hear Lefty when he's talking and the server is full! I'm also one of those who prefers to talk tactics when there is a few people about.

Apart from Lefty's commanding voice I doubt there is another person on the server with such a unique vocal characteristic.
But I have to admit it is satisfying to hear Yer man giggle each and every time I make a silly joke.

So it seems so far the consensus is Alltalk off at around 16 people and then Alltalk on.
And if a map starts of with less, Alltalk stays on until the next map to keep things consistent?
However, I think with this, we do need to keep an eye on the teams because it is a thing, that one team is silent whilst the other is not. And I do get complaints from people on the silent team; people like mic talk and communication (note: as opposed to mic spam).
It could just be a case of us distributing ourselves between the teams a bit more evenly, staying in Spectate for a couple of seconds or something before selecting a team. Or swapping over.

As this would be the only vote plugin on the server beyond map choice I don't think you are going to suffer from 'too many' votes. But basically what Deadly said.
If that means that you have the occasional quiet team I don't think that matters. Teams get regularly scrambled and worst case you wait 30min. There are also a few people who will talk about tactics/calls etc but wont bother talking if alltalk is on as a waste of time.
