Since I still don't have a hat yet, I have developed a conspiracy theory.
Is it possible that Valve punished everybody who used the tool by giving them no / reduced chance of getting a hat?
Maybe increasing chances again as you stop using the tool for a while...
Has anybody got evidence that speaks for/against that theory?
