dictionary.reference.com describes fear as 'a distressing emotion aroused by impending danger, evil, pain, etc., whether the threat is real or imagined; the feeling or condition of being afraid'.

Let us look at the classes and their fear factor:
SCOUT:
The Scout cannot emit fear very well. While being cracked in the skull with a bat is somewhat frightening and he can catch you from any angle, it is not something many people are going to run away from. Still kinda scary in an odd way.
Fear Factor - 3/10
SOLDIER:
The Soldier doesn't have weapons; he
is
a weapon. While other classes may surpass him in general fear, he nonetheless makes some people crap their pants. Rockets will blow them to tiny pieces and if that doesn't do it, a shotgun or a shovel will finish them off. He is pretty frightening, especially if his rocket is glowing and hissing with the deadly hint of a critical.
Fear Factor - 6/10
PYRO:
The Pyro ambushes, flanks, outsmarts and surprises his foes. Nothing is more terrifying than being in a small room with an agitated Pyro. Even if you're far away, a flare will strike you down. Even if you are still fighting while bathed in flames, an axtinguisher will set you straight. The flames send foes running in fear, only being bested by another class in his terror level...
Fear Factor - 9/10
DEMOMAN:
The Demoman can trap and surprise his enemies, which means he will probably have planted four stickies all around you and detonated before you can retreat in vain. However, he is not overall that dangerous or scary, though still posses an threat.
Fear Factor - 5/10
HEAVY:
The Heavy may be slow and not that tactical, but if he comes marching in with his barrels turning (and especially if he has a Medic friend with him), people run for cover and call for their own Medics while the Russian behemoth guns down all he can see. Easy to kill in fairness, but Spies will still hesitate to stab them, afraid the Heavy may turn around and see them...
Fear Factor - 8/10
ENGINEER:
The Engineer has a big-ass sentry gun... but that's about it. His sentry is more scary than the Engineer himself. Take it away and this guy is nothing but target practice.
Fear Factor (Sentry) - 7/10
Fear Factor (Engie) - 1/10
SNIPER:
The Sniper can see you. Always. Poke your head out for a millisecond and it's enough to get your head shot clean off. Dare you step out of cover? Of course not; you're afraid. The Sniper will get you. Always. Points dropped because he's easy to kill at shorter range, though.
Fear Factor - 8/10
MEDIC:
No comment. Bonesaw is scary. That's about it.
Fear Factor - 2/10
SPY:
He is the one driving force that makes you shake, makes you quiver, makes you
fear
. He is the wind; uncatchable. He is the shadow; untouchable. He is the ghost of your fallen comrades and soon you will join their ranks.
He is the Spy and he is fear itself.
Fear Factor - 10/10

It depends on which class you're playing, but I reckon demos are pretty scary - one hit from any of those grenades is often enough to wipe you out. Scouts too, since a good scout can tear you up before you've had chance to pull a couple of shots off. I think fear is a combination of mobility + weapon damage

If claws hadn't said it first I'd have debated the Demoman judgement.
That said, playing Demoman also changes your Scout ranking for me, they're way more of a threat than Pyros in that case, although whether "fear" is the right word is debatable.

Completely agree.... as a demo the word for scouts is not so much fear but "Completely F***ing Annoying Little Bar Stewards"

If anything, 1v1 situation, most classes should indeed run from an encounter with scout. And how many medics survive a good scout ambush? Even if there is a heavy around?

Its an excellent point - but you have to be a really good scout to give a good heavy the runaround. That said, you and other high quality scouts have taken my medic from me and given me a good batting too.
The difference is often how the scout approaches, if its from the blind spot then generally its hard to train the gun quickly (maybe I should use Natascha more?). Less gifted scouts will use more predictable approaches when attacking and a decent heavy will push the medic back and start the gun spinning in advance.

I find solly easier, it's easy dodging them rawkets. Unless it's a crit, and then you are dead either way because of the range.
