DVI? DP? Do you have an active adapter in between? Could be that. The PC "seeing it" (I figure you mean you can see the monitor's model name in the control panel) can mean two things depending on the connection type. For connections up to DVI (VGA, HDMI) it "only" means the DDC connection is working; Video might not actually get through. For DisplayPort, Video and DDC run over the same channel, so if you have a pure DP connection, "seeing" the display on the PC side should mean that video is getting through to the monitor as well.

If you swap the cables around to the other monitor, does it work (i.e. plug the 2nd monitor into the first's cable/gpu port)? If it's an old monitor maybe it only supports analogue DVI signals (DVI-A) and I'd imagine the display port to DVI adapter will only output digital signals (DVI-D, DVI-I).
What is the make/model of the monitor - maybe you can look up what it supports?
Finally - you have actually enabled the 2nd display at the correct resolution in display options right? Under Multiple displays - select one of the options that isn't 'show desktop only on #n'.

Well, it takes 600w in OMG BEASTIN GRAFIX mode. On the Desktop your PSU shouldn't be an issue. There, the gpu should use 50-100w tops.

Ok I am back! As I have looked more into my problem my computer has a new problem (hooray) kernel-power keeps turning off my computer so I am going to buy a new PSU hopefully that will solve the problem if not I need a new mother board So this upgrade for a better life has now turned into a fresh re-build (not sure if a good thing?)
