I suppose you can think of it that it encourages only people who are actually serious about putting a game out there they've put time and effort into that they think can succeed. People who've knocked some piece of shit together looking to make a quick buck are more likely to think twice before spending $100 on something that most likely wont get upvoted and give them any return. Should keep the catalog at least semi-free from a string of crap with only a very rare gem

Its unnecessary to have both hurdles though. If you have to pay $100 you should at least be able to make some sales in the greenlight area ala an appstore. And then use actual sales as the measuring stick for reaching the real store. Why ask people to win a popularity competition first? Some games may not be pretty enough to get past greenlight it its current terrible downvote troll form, but still be fun enough to generate sales slowly in the long term.

Indeed. If you honestly think you have an idea good/strong enough then you'll more than likely be willing to take the risk.

This is manufactured risk that valve can alleviate if they come up with a less dumb system. The creators have probably already risked a lot on development why should valve spoon on more when greenlight is about expanding the store and supporting smaller developers? Risk should be from winning sales not navigating valves downvote trolls.
They probably will fix it in the end they've already said they intend to keep working on it.

Honestly don't understand why they included a downvote option. A simple 'like it if you want it, don't if you don't, report it if it's a joke' would have been a better step.
Even if you then get 'upvote trolls' voting in joke projects, at least it's an easy glimpse from Valve to see that it's a joke rather than being unaware of buried legitimate projects.

Greenlight has to be one of the most boring things in gaming right now.

I think the worst thing about it is all the indie devs being smug about it and saying greenlight is fine. Yeah we get it you did it the hard way and didn't need greenlight, great, hush now. Greenlight is not aimed at devs capable of getting on steam anyway under the old system because otherwise it would be the most useless thing.

Also have you missed the fact that they aren't even keeping that money to themselves?

The only thing more boring than greenlight is f2p vs subscription models.

Well aware the money goes to the pants charity that is child's play. Minecraft made a legit gaming charity the gaming community needs to switch to them, its like building up neighbourhoods in actual poor areas ( http://www.edge-online.com/news/mojang-announces-block-block-collaboration-un), and not lets buy xbox 360s for bored hospital kids in america. If I was looking to use greenlight I would not until they added some choice of charity EFF, Red Cross, Block by Block etc. Who cares if valve keeps it or not, its kinda worse that they don't because they can explain away not providing you with anything whatsoever because OH that money yeah we gave it to charity so fuck you no downloads in the greenlight area.
