Yeha - I have mixed feelings on this as there are so many factors that influence your broadband speed, some of them are in your control, some of them are out of your control.
People should be doing research before entering into an ISP contract - and the first thing you should do is find out the speed you're likely to receive - by using a simple distance checker tool etc.
