Audacity is a Sequencer and allows you to add effects to samples/midi tracks  the effects plugins are called VSTs and you can find a LOT of free ones with a google search

Audacity is a cool little program. The echo effect is quite good for a time delay of 0.1 and a delay factor of 0.25 I even got excited when the save option that came up was for 16-bit. So I decided to test it out in the game. Took the new and improoved file, droped it over the old one. Loaded up a quite TF2 bot game. Went to the console and tried the "play" command. Got... Invalis sample rate (9600) for sound '[file name].wav'. GRRRRRR!

According to Source SDK Wiki: Your audio file needs to be a .wav file, preferably 22050 Hz Sample Rate and Playback Rate.

OK, this is a mixed bag of snakes.
Here's the story so far.
It's 4:24am. I've just been through all the sound files I have so far. For some strange reason I've misplaced (or totaly forgoten to record) two files. announcer_capenabled01.wav and announcer_capenabled02.wav. I'll sort those out after some sleep. Of the 170 files I have so far I've knocked the sample rate back to 44100 from 96000. It's also in sterio, where the original scary lady ones are mono. I've added a little bit of echo to all the files with the aid of Audacity. All kinds of good that program.
So I copied the lot over to the location I need. In this case...
[disk of choise]:\Program Files\Valve\Steam\SteamApps\[account name]\teamfortress2\tf\sounds\vo
I loaded up a bot game and found that it was a mixed bag. Some of the files are original. And others are a Rippy version. No errors in the console coming up. And using the "play vo\announcer_alert.wav" command got the rippy version. So I'm totally at a loss as to why some files play orginal and others Rippy.
This will have to wait till day light.
Plan for tomorow after manny mugs of tea...
Record missing files. Check sample rate on all files. Upload to google documents and set up share. Let you good people know where the hell you too can get your very own insanity booting sound files. Desparatly try and figure out what I've done wrong. Or wait for some one clever to tell me what I've done wrong.
Who knows, maybe the game file structure has changed since I last used the gfscape program to copy all the sounds from the game. There have been more than a couple of updates since then.
Right, I'm off to bed.

Ok, this doesn't look any cleared during daylight.
There is probably something glaringly obvious about all this. I hope I have spelled the file names properly. But there is no telling with me. I fairly certain the files are in the right place. But again I could be wrong.
So who feels like taking the sounds for a spin? I'm currently uploading all the omnes I've got. Still got to record 2 more files. Which means diving in to the aring cupboard to retrieve the microphone stand.
I'll put up a link once the files have finished uploading.

Can I confirm, that your sound files are currently 44100Hz stereo?
If this is the case, take them down to 22050Hz mono, you want your files to match the Valve ones exactly. The Steam engine puts very harsh restrictions on the sizes of the files it will use.

No worries. In that case I propose a two pronged attack. I've nearly got all the files I have uploaded. All I've got to do it then make them publicly availble. People can then give them a paroosal should they choose, either downloading one or two (or all) of the files.
That way if some clever spark finds out what the hell I've done wrong, then cool. If not, I'll still be grinding through the files, and people will at least have an idear as to what they are letting themselfs in for.
