I'm looking at buying a laptop in the next couple of weeks and I'm able to spend about £400 on one. Does anyone have any recommendations? The only requirement that I have is that it's able to run TF2 reasonably well.

When buying a laptop... well consumer series sux usually what ever brand you buy. Money is well spent if it has a 3 year warranty. Anything under that is suspicious but if you go for the lesser ones then be sure to check out if it can be extended to 3 / 5 years.....
Oh and what ever you do don't buy HP Pavilion series they are quite phucked up.

For £400 you're very limited unfortunately as this is still in very much the low-end of the market. To get a laptop that's likely to be able to play tf2 reasonably well you're probably going to need to add at least £100 onto your budget as that should get you a discrete graphics card and a more reasonable dual core processor.

The "new" Celerons are budget versions of the Core Duo Processor so TF2 should work providing you have non Intel graphics. Just don't expect too much in performance.

Going for a full C2D will result in a big performance boost at not much extra cost though.

True, there was one I found that was ridiculous value but lots of reviews pointed out some major fan issues.
