May I suggest to run a few traces to reliable servers (university servers, big companies) as well as close to you and close to the WDG server (perhaps somebody can offer a few addresses).

But ping to the ISP still doesn't explain why he had a router trace of 47 ms (which I'd like to see if it's reproducible). I'm struggling to think what could cause that though. Have you tried rebooting the router when it goes bad?

I'd prefer on/off really. Either the router is going screwy or something is really messing up with your local connection (zonealarm?)...or i'm totally barking up the wrong tree

Zonealarm IS screwy if you got a P2P program with many connections, but msn, steam and TF2 shouldn't be too much.

I'm still betting on the cousin overusing the 'net.

That should be easy enough to verify: See what's the ping like without the cousin's PC running.

Can you do a pathping to 193.93.45.30? Takes a while to run but give more reliable results.

ATM my immediate concern is your router, 50-100ms latency before it leaves your house is terrible.
I'm thinking that since you're in Croatia (Zagreb?) 60ms or so from there to London is unavoidable due to the distance, but you should be able to get down to somewhere around 85ms if things are working properly.

Remember that your Wifi access point acts like a hub, the 54Mb/s wireless bandwidth (more like 20Mb/s in practice) is shared between all devices, so even if your housemate is just streaming data from a network hardrive in the same house, this will significantly affect your pings to the router.
