What Burny said. Stick to buying champions that you like for now. You shouldnt worry about runes until you hit level 20 because then you can buy Tier 3 runes which you will still use when youre on max level (30). It doesnt hurt saving up for them though, some are really expensive, I spent almost 8 months completing my 9 runepages and I still have one left. Lot of people underestimate the huge early advantage they give you though. Theres some champs that can profit alot from runes, especially AP and Dodge champs like Jax/Nidalee. Its almost essential for AD carrys too (Armor Penetration).

You also shouldnt worry too much about which champ to buy, just try em out, everyone has its advantages (even Ryze lol) but if you really wanna know which ones are actually powerful, heres my personal list of characters that add essential elements to the current european metagame and are better than their competitors (I might be wrong on some prices, this is based off my memory):

Annie - Shes really OP at the moment, received a huge buff a few weeks ago. The best 1v1 mage right now
Ashe - A good AD carry if played right and if you know how to use the ult
Soraka - Good hardsupport

Veigar - One of the best counterpicks against an APheavy team due to his ult. Also if farmed well one of the best singletarget champs
Twisted Fate - They recently changed his ult, he used to be able to teleport globally now it has a limited range, which hurts his ganking ability alot. Hes still one of the best lategame heroes because of his push ability.
Amumu - Best tank in the game right now, has one of the best teamfightults
Alistar - One of the best supporthybrids
Poppy - Underrated Champion. Can burst out insane amounts of dmg and has one of the best ults
Taric - Shares his position as a good hardsupport with Soraka
Xin Zhao - A really good ganker, received lots of buffs in the recent months
Janna - Probably the most popular Support with Sona. You actually dont use her ult as a heal but rather as a ganking ability, so Flash is an essential summoner spell on her

Sona - One of the most played support champs. Best paired with AD carrys like Ashe or MF.
Gangplank - Hes pretty broken atm, you can build pure crititems on him and burst out 1000-crits after 20 minutes. Plays like Blacksmith/Ogre Magi.
LeBlanc - Really powerful 1v1 mage
Mordekaiser - Since they changed some of the Spellvampitems, he became the most broken champion in this game. Rush a gunblade in the first 20 minutes and you won the game. Gets instabanned in every ELO bracket.
Nidalee - A really versatile support, has the best heal ability in the game.
Olaf - Good counterpick against tanks due to his truedamage ability.
Udyr - Used to be a really good jungler, a recent patch made him one of the best sololaneheroes.
Warwick - Same as Udyr, build a spirit visage and you won the lane.

Jarvan IV - His abilities are always useful no matter which situation youre in. Can be a tank, offtank or even AD carry.
Orianna - Shes a really underrated supporthybrid imo. Not many people play here because she needs alot of early farm.
Rumble - Hes a popular pick in North America. Good offtank with one of the best teamfightults.

Miss Fortune - Best AD carry right now because of her passive and her farming potential. Shes a good counter against supportheavyteams due to her Q reducing healing and regeneration
Caitlyn - Similiar to Miss Fortune, but lacks the heal reduction.
Karthus - One of the best mid champs, can power out alot of damage over time with the right amount of AP.
Vayne - Good pick if you want to shutdown a lane. Her harrasspotential is enormous.
Swain - Hes being played alot in higher ELO brackets. Needs alot of mana but can tank almost everything because of his ult.
Malzahar - Has good farming abilities and a good initiation ult.
Kogmaw - Best pick against tanks because of his W skill (%-based damage)
Ezreal - Very underrated AD carry, not many people like to play him because his abilities are skillshots
Brand - Similiar to Karthus, can dominate the midlane and powers out alot of damage when he gets his deathcap.
