I talked to a support guy.
Its all about the keys.
If you buy a game in Germany via Steam you get German keys.
But if the key is bought in 'not-germany' it's the key of the 'not-german-country' you get.

i'd pay if needs be but would benefit me more to pay someone else as even a few days without money could screw me, also do paypal still charge feels to recoup the money to your bank? would have to be done cos i have no real future paypal purchases in mind.
