I fucking don't see where the problem is.
My system is thus:

Pentium D 2Cores @3GHz
2GB Ram (1.2Gig of which are used in idle)
GeForce 8800 GTX 512MBram (XFX)
Vista 32Bits

TF2 set to as-shitty-as-possible (1440x900 w/ all off or low)

And 9 to 20 fps.

Observations Suggest that CPU load while playing maxes out at 30% and GPU at i-can't-be-arsed-but-surely at most 50%.

I am open to suggestions.

I think TF2 has been "beefed up" in recent updates - more multi-threading etc (heavier load on CPU).

The old Pentiums were prone to heat, but maybe graphics card?

I have an ATI 3850 PCI express card you could try? Worked a treat on TF2 for me? PM if you wanna give it a go!

That said, the GTX should be more capable than my old ATI.

Valve games seem to benefit from CPU power more than other titles recenly..

New drivers for GC? Or old ones if you have updated drivers recently?
Junta's right about multicore: See Options/Video/Advanced/Multicore Rendering. If enabled try disabled.

It is for x2 or dual GPU graphics solutions!

The Pentium D is pretty shitty, but should be ok for TF2.
Make sure all your drivers are up to date - graphics card, chipset, windows updates.
Close all other apps, especially virus scans and anti-spyware.
Can you run a 3dMark (2006 or Vantage) bench so we can see if its a general issue, or TF2 specific?

Yeah - test your temps on your P4 - maybe it is throttling down because it is overheating?

I would put it down to being a software issue. Check task mananger, and msconfig to disable some programs that are running at launch and try to disable them and try then.

Something is defo amiss. I got better fps than that with an 8800GT 512mb.

As suggested try running some benchmarks to see if is just TF2 or graphics apps in general.

On a side note, do u have CSS? if so, run the video stress test and see what fps it gives and ten adjust the settings.

True, but mith my one GPU and Quad core I find the game runs 50% more smoothly with it on...

Updated nvidia drivers?  Check the vista reliabilty console through computer management to see if there are HW or SW issues...

Ooookay. Thanks for all of your input.

So far I found out the following:

It seems to be just TF2.
L4D Singleplayer and HL2 run fine. (Even when there's hordes of Infected in the former.)
CSS Stress Test gives me 72.something FPS. (The tearing artifacts due to LCD vsync were awful though. *g*)
I've noticed (through Sysinternals Process Explorer) that Interrupts and DPCs (Delayed Procedure Calls, akin to interrupts but not quite the same) were running a bit high, that has been ameliorated by disabling the USB Bluetooth and webcam I never use.

Right now I'm installing 3dMark and will see how that works out. (Just out of curiosity though.)

I'll be deleting my TF2 Files and letting them unpack from the gcf. Maybe something's messed up there.

Which will be my next move, seeing as refreshing them from the cache files didn't do the trick.
Also, I'm kinda surprised my video config seems to have survived. WTF, eh?

€dit: nvm, they were in the registry. Well, verifying local files now, then giving it another shot.

I have stopped setting my video config in the GUI..
I do all mine in config files so I can get better results...
This works for overpowered machines like mine and underpowered machines as you can get more fps with even lower settings than the GUI will allow (or higher )

Hmmm..

I ran the same benchmark as you R007, and my CPU score was very low indeed (compared to yours and considering that I have an E8400!!).
