Actually, that would make sense. Other characters (save the Medic) have been given a kill taunt, so it would figure if the Spy got one.
Also, as it stands, "Got a Light?" is nigh on impossible to get in normal play. If flicking his cigarette was a kill taunt you'd see it done somewhat more regularly, and it would tie in.

Blue spy smokes brown ciggies, red spy smokes white ones, although they're both white in the case. |
