Yup, after having played I can only subscribe to my predecessors opinion of wholeheartedly approving of these changes.
Lv3 Dispensers stabilize Engie positions very nicely, forcing the enemy team to work around it with a bit more effort.
Fast teleport alleviates the grief of having to wait ages for the next telly slot, giving the team a bit more momentum in certain situations where the steady stream of players trickled off up to now. Good thing you have to upgrade both sides, too.

The really likable things are in the details though: The Called-For-Medic-Bubble (for want of a better word) now shows the urgency of the request, which helps medics prioritize. This takes away a bit of the communication skill needed up to now for coordination, but leaves the non-medic players with a bit more time to focus on the enemy.
The indication whether a kill was a crit in the killbar is very nice to have, too. And good thing upgraded dispensers die as easily from sapping as the non-upgraded flavours, which emphasizes their value even more. Look out engies!

That's my impression up to now, I'll see how the spy thing goes later on.
