I wouldn't recommend buying from the stores which only provide serials for registration with steam. Those are usually from games bought in the special world regions where Valve sells them at a much cheaper price (like Thailand and probably Russia). Valve really doesn't like it, when that key is being registrered with an IP that belongs to a completely different world region, where the prices are quite different (because they are seeing much less revenue and the shop gets most of it).
There have been cases of game access being revoked by Valve in the past and there will probably be some in the future, especially when it comes to Valve's own games.

Right the 4 pack exists and is valid for preorders. So do we have enough people for 4 for the price of 3 action? This effectively makes the game cost £20.25 each.
