Is the toilet still overflowing? if so you can usually take the top off the cistern and mess around with the ballcock until the water stops. Or you can push something flexible around the toilet U bend and hope to dislodge whatever blocked it in the first place.

I did mop up...eventually...but i wasnt the one who blocked the toilet, so i told the blocker to deal with it...he didnt =/
The worst thing is, i'm actually not directly under the room, couple metres to the side in fact, yet it still managed to find its way there. It's all sorted now though, so huzzah
